Chapter 273 prohibits specified trade and propagation activities for 63 Do Not Sell species and separately allows Rosa rugosa sales only with required disclosure and purchaser guidance. The 29-row Watch List is retained as context only because Chapter 273 explicitly leaves those plants unrestricted.

The rule defines species broadly to include synonyms and subordinate taxa, but FireApproved does not project a species result onto cultivar or hybrid pages. Chapter 273 also provides a committee exemption path for researched subordinate taxa; no current approved-exemption roster was located.
