Plant list lineage audit — 40 demotions

The two-source rule now checks evidence lineage, not publisher names. Every plant citation became a structured evidence row resolving into a new source registry that records each source's tier (primary evidence vs. compilation) and derivation tree. Re-auditing the 55 on-list plants under the honest rule kept 15 and moved 40 back to the catalog, because their second source (the WA DNR Eastern Washington guide) describes itself as a compilation of other Firewise documents and cannot establish an independent line of evidence. Nothing was deleted; every demoted record keeps its citations and returns to the list when a verified-independent second lineage lands.

1,155 plants — Tasmania joins, and the directory goes international
