SFM 12-7A-1
California test method for whether an exterior wall siding and sheathing assembly resists direct-flame wildfire exposure. Not ASTM E84 and not a listing.
Covers: Exterior wall siding (cladding) and sheathing assemblies under a 10-minute 150 kW direct-flame exposure.
Does not cover: ASTM E84 flame spread, ASTM E136 noncombustibility, an OSFM listing, windows, eaves, decking, or a local permit.
SFM 12-7A-1 is the California Office of the State Fire Marshal test method for exterior wall siding and sheathing under direct-flame wildfire exposure. A 150 kW (8535 Btu/min) gas burner hits the base of a 4-foot by 8-foot wall assembly for 10 minutes. A pass is no flame penetration through the wall, and no glowing combustion on the interior at the end of the 70-minute test. It is not ASTM E84. It is not a listing.

Why it matters
Embers collect at the base of the wall, at roof-to-wall joints, and against anything that touches the cladding. CAL FIRE’s home-hardening page says combustible siding, once ignited, can carry flame to windows, eaves, and vents. California’s WUI rules therefore treat the wall covering as a tested object, not a brand name.
How it works
The method lives in California Referenced Standards Code Chapter 12-7A (ICC text). Siding (cladding) is the exposed covering. Sheathing sits under it, attached to the wall structure. The test builds both as they will be installed.
A diffusion flame is centered at the base of the 4-foot by 8-foot specimen. The burner holds 150 kW (8535 Btu/min) for 10 minutes, then the flame is shut off. The method asks whether fire gets through to the unexposed side.
Conditions of Acceptance (12-7A-1.11):
- No flame penetration through the wall assembly at any time.
- No glowing combustion on the interior surface at the end of the 70-minute test.
Three specimens are required. If one fails, three more may be run. All of those additional tests must pass.
A pass is a result for that assembly, with that sheathing and fastening. Change the substrate and you have a different object.
The paths

California performance path. Use a wall assembly that meets SFM 12-7A-1. CWUIC is the live California WUI book as of 1 January 2026 (ICC). People still search Chapter 7A. Material rules live in CWUIC Chapter 5. The wall test method is still this SFM standard.

California listing path. OSFM category 8140 is exterior wall siding and sheathing. The 2025 WUI handbook names SFM 12-7A-1 as that category’s protocol. Listing is voluntary for most WUI products. Absence from the handbook is not an automatic ban. Presence is not a permit. See OSFM BML.

California prescriptive path. Noncombustible or ignition-resistant coverings can meet the wall rule without this test. Noncombustible is typically ASTM E136 (OSFM 8175). Ignition-resistant is typically an extended ASTM E84 or UL 723 run (OSFM 8170). Those are other methods.

Oregon R327, where adopted. Exterior walls follow R327.3.3: noncombustible, ignition-resistant, heavy timber, log, a named gypsum exception, or a wall assembly tested to ASTM E2707 for a 10-minute direct-flame exposure (amendment PDF). That E2707 path is not SFM 12-7A-1. Read R327 versus CWUIC.

Insurer extras. IBHS Wildfire Prepared Essential does not require noncombustible wall covering. Enhanced does. That is a designation, not this test.
What people mix up

Calling SFM 12-7A-1 the same as ASTM E84. E84 is flame spread. 12-7A-1 is a direct-flame wall test.

Treating every 8140 row as a 12-7A-1 pass. Some rows name this protocol. APA 303 plywood siding (8140-2020:0001) is one handbook line that names SFM 12-7A-1. Hardie Textured Panel (8140-2026:0502) is an 8140 row whose handbook note names ASTM E136 and a noncombustible rating. Confirm the live GOVmotus record.

Treating a listing as this test method. A listing is a model record from a listing body. The test method is the laboratory procedure.

Writing “Hardie” or “fiber-cement” as if that were noncombustible. Fiber-cement is a product family. Read the listing for the model.

Importing 12-7A-1 onto an Oregon R327 job as if it were E2707. Different methods. Deschutes County will accept handbook products when they are shown on the drawings. That is local practice. The authority having jurisdiction still stamps the job.

Using a soffit, eave underside, window, or door listing as a wall-siding pass. 12-7A-1 is exterior wall siding and sheathing. Other SFM 12-7A methods cover windows, eaves, and decking.
How to check
Read the adopted code first. If you are on a California WUI lot, decide whether you are on a prescriptive covering or a tested assembly. If you spec a listed model, open the product page, then the GOVmotus record. Match the listing ID, the model, the thickness, and any required sheathing. How to read a listing. Put that ID on the drawings. Show the product on the drawings.
Walk the wall. Note the covering, the first two feet above grade, roof-to-wall joints, and anything attached. Gaps, holes, and rot larger than 1/8 inch are ember paths. That walk does not replace the test.
Limits
This page does not decide what your building official will stamp. It does not make the house fireproof. It does not rank brands. It does not turn the 8140 table into a shopping list. A 12-7A-1 pass is not an ASTM E84 result, not an E136 noncombustible result, and not an Oregon R327 check.

Is SFM 12-7A-1 the same as ASTM E84?
No. ASTM E84 is a flame-spread tunnel used for ignition-resistant material. SFM 12-7A-1 is a direct-flame test of an exterior wall siding and sheathing assembly.
Does a pass mean I can install the siding anywhere?
No. A pass means the specimen met the method. OSFM listing, adopted code, and the building official are separate steps.
Is an OSFM 8140 listing this test method?
No. Category 8140 is the listing bucket for exterior wall siding and sheathing. Many 8140 rows name 12-7A-1 as the protocol. Some 8140 rows name ASTM E136 instead. Read the listing for the model.
Does Oregon R327 require SFM 12-7A-1?
No. R327, where adopted, uses other wall paths, including ASTM E2707 for a performance assembly. Deschutes County will accept OSFM handbook products when they are shown on the drawings. That is local practice.
