Are vinyl gutters acceptable?
Not if the adopted code or IBHS applies. Vinyl is combustible. CAL FIRE names vinyl as a gutter that can ignite and expose the roof edge. IBHS Essential, Oregon R327 where adopted, and California CWUIC in mapped areas want noncombustible gutters and downspouts, such as metal, when gutters are provided.
Do I need a gutter cover?
CAL FIRE tells existing-house owners to install a noncombustible cover at a minimum. IBHS Enhanced wants a noncombustible cover. Oregon R327, where adopted, and CWUIC 504.4 in mapped areas require an approved means to prevent debris in the gutter whenever gutters are provided. IBHS Essential still requires you to keep the trough clear even without a cover.
Are gutter guards OSFM listed?
This site has no OSFM gutter or gutter-cover listings. The WUI handbook categories we index do not include a gutter bucket. Do not invent a listing ID. Spec a noncombustible trough and a noncombustible cover, then ask the building official what “approved means” is on your job.
If I install covers, can I skip cleaning?
No. Covers reduce debris. They do not eliminate it. IBHS Essential still requires you to keep roofs, gutters, and downspouts clear. CAL FIRE still tells you to clean gutters regularly.
Does Oregon require me to add gutters?
R327.3.1 applies where gutters and downspouts are provided. It does not force you to install a gutter system. If you provide one on a job where R327 is adopted, the trough and downspouts must be noncombustible and must have an approved debris-prevention means.
