Bridges on a fire apparatus road

Oregon fire-access guides treat a private bridge as part of the fire apparatus road. Yamhill’s 2025 guide wants AASHTO LRFD design, 20 feet of drivable width, posted load limits, and a registered engineer’s written acceptance. Portland’s 2021 guide still cites AASHTO HB-17. A culvert table is not in those pages. Confirm with the fire official and the building official.

You are looking at a ranch crossing that a pickup uses every day. The engine is 75,000 pounds on the access guides. If the deck is the only way in, it is an access-road structure, not a landscape feature.

Why it matters

A driveway that meets width and grade still fails if the crossing cannot hold the apparatus. Posted load limits that are lower than the truck are how the engine stops on the public road. Maintenance that stops after occupancy is how that happens years later.

How it works

OFC 503.2.6, as these guides reprint it, puts bridges and elevated surfaces inside the fire apparatus access road. The design standard is an AASHTO bridge book. The live load is the apparatus the district actually runs, which the access hub already names at 75,000 pounds on those same guides. A registered design professional stamps it. The fire chief gets written acceptance. Load limits go at both ends so the next crew does not guess.

The paths

1. Treat the crossing as the access road. If the engine must sit on it, OFC 503.2.6 applies in these guides. A landscape log bridge is still a bridge.

2. Ask which AASHTO citation they want. LRFD versus HB-17 is a real split on the pages opened here. Do not mix them on the drawing.

3. Stamp, permit, written acceptance. Yamhill and Portland send you to the building official for a permit and to a registered engineer. The fire chief gets a letter. A contractor sketch is not that letter.

4. Post the load. Both ends, where required. If the posted limit is below the apparatus, the road is not the access road they approved.

5. Plan the queue. Yamhill wants turnouts not less than 20 feet from each end so a second engine can wait. Portland does not reprint that turnout. Ask.

6. Own the maintenance. Yamhill and Portland. The district can demand an engineer inspection later, at owner expense.

7. Culverts stay unnumbered here. Do not copy a county public-works pipe table onto this page. If the official calls the crossing an elevated surface, use this page. If they call it a driveway culvert under the road department, that is a different counter.

  1. Open the district access guide. Find bridges. Find OFC 503.2.6.
  2. Name AASHTO LRFD or HB-17 as printed there.
  3. Confirm a registered design professional and a building permit path with the building official.
  4. Look for posted loads at both ends.
  5. Walk 20 feet off each end. Yamhill wants turnouts there.
  6. Do not take a culvert schedule from this page.

Limits

This page does not design a bridge. It does not reprint AASHTO tables. FireApproved is not ODOT and not the fire district. The engineer who stamps it, and the official who accepts it, own the number.

Questions

Is every private bridge 20 feet wide?

Yamhill’s 2025 guide says bridges shall be not less than 20 feet in drivable width, and that the driving surface may be reduced to a width the AHJ accepts. Portland’s 2021 guide does not reprint that 20-foot bridge width. Both want a live load that carries the apparatus and load limits posted at both entrances where the fire code official requires them.

Which AASHTO book?

Yamhill names AASHTO LRFD Bridge Design Specifications and ODOT’s Bridge Maintenance Design Manual. Portland and Lincoln name AASHTO HB-17. Those are different citations in different editions of local guides. Ask which one the building official and fire official are on.

Does a culvert get the same look?

The opened guides write “bridge or elevated surface,” not a pipe-diameter table. If the driveway crosses a ditch on a structure the apparatus must occupy, treat it as that elevated surface until the official says otherwise. Do not invent a culvert schedule.

Who maintains it after the house is done?

Yamhill and Portland both put maintenance on the person or persons who own or use the bridge for access. Portland and Yamhill also say the fire district may, for due cause, require a registered engineer to inspect it at the owner’s expense.
