Clark County IWUIC over Nevada’s deleted Chapter 5
Clark County, Nevada, has a live IWUIC construction book. The State of Nevada does not. Ordinance 5320 adopts the 2024 IWUIC as Title 13, Chapter 13.08, effective 1 January 2026. NAC 477.281 still adopts the 2018 IWUIC, and NAC 477.283(4)(e) then deletes Chapter 5. Spec the county book if the building official names it. Do not spec the statewide deletion as a roof, wall, vent, or deck.
You are looking at a lot at the edge of the Las Vegas Valley, or in unincorporated Clark County near a desert wash, and asking whether “Nevada deleted IWUIC Chapter 5” means there is no wildland-urban interface construction book on this parcel. The state NAC is not the answer by itself. Ask which ordinance the building official names, and whether the lot is in a mapped WUI area under Clark County 13.08.080.
Why it matters
Embers do not wait for a statewide construction chapter. Writing “Nevada IWUIC vents” or “Nevada Class A” on a drawing names a State Fire Marshal path that deleted the construction chapter. Writing “IWUIC” without the year and the jurisdiction names the wrong edition. Clark County’s 2024 book is a different document from the 2018 SFM adoption.
Oregon R327 and California CWUIC are different books again. Do not import them onto a Clark County drawing.
How it works
NAC 477.281(1)(d) is the statewide SFM adoption: 2018 IWUIC, including Appendices A and B. NAC 477.283(4) then amends that book (R048-24A, effective 26 August 2024). Subsection (4)(e) is the construction cut: Chapter 5 is deleted. What remains is not a substitute for Chapter 5. See Nevada WUI code status.
NAC 477.280(3) says nothing in that section prohibits a local government from adopting a more stringent code or ordinance. Clark County did.
Ordinance 5320, passed 2 December 2025, is in force from 1 January 2026. Section 1 incorporates the 2024 IWUIC in its entirety as published by the International Code Council, except as specifically amended. 13.08.020 names that edition and adopts Appendices A (General Requirements), B (Vegetation Management Plan), and C (Fire Hazard Severity Form). 13.08.070 amends Chapter 1, including 101.2.1: those three appendices are adopted, and all other appendices are expressly not adopted. 13.08.080 amends Chapter 3. 13.08.085 amends Chapter 4. There is no 13.08 section that amends or deletes Chapter 5.
The map is local. 13.08.080 rewrites 302.2 so WUI areas shall be recorded on maps available for inspection or in an electronic mapping format. A jurisdiction is not required to record a map when its community risk assessment does not identify WUI areas. A missing map is not a finding that embers will not arrive. Chapter 4 is not unmodified. 13.08.085 amends 404.5 (adequate water supply) and 405.1 (when a fire-protection plan is prepared with a vegetation-management-plan submittal). Those are county amendments. They are not Chapter 5.
This ordinance is the Clark County book. It does not, by itself, tell you the adopted text inside Las Vegas, Henderson, North Las Vegas, Boulder City, or Mesquite. Ask the official who issues the permit.

What people mix up
- Treating “Nevada adopted IWUIC” as a statewide Class A roof. Chapter 5 is deleted on the SFM path.
- Treating Ordinance 5320 as automatically the book inside Las Vegas, Henderson, or another city.
- Specifying the 2018 IWUIC on a Clark County WUI lot. The county adopted the 2024 edition.
- Treating a community-risk-assessment exception (no recorded map) as “no wildfire construction risk.”
- Importing Oregon R327 or California CWUIC onto a Clark County drawing.
How to check
- Ask the building official which WUI construction book is adopted, and which map it uses.
- If they name Clark County 13.08, open Ordinance 5320. Confirm the effective date is still 1 January 2026.
- Read NAC 477.283(4)(e). If it still deletes Chapter 5, there is no statewide IWUIC construction book.
- Ask whether the lot is in a mapped WUI area under 13.08.080. This site does not read your parcel.
- If the lot is inside a city, ask for that city’s ordinance. Do not assume 13.08.

Can I spec “Nevada IWUIC vents” on a Clark County drawing?
No. Nevada’s State Fire Marshal adopted the 2018 IWUIC and then deleted Chapter 5, the special building construction chapter. A deleted chapter is not a vent, roof, wall, or deck specification. If the official names Clark County 13.08, spec that 2024 book, not the statewide deletion.
What did Clark County change from the model book?
