    "scaleNotes": "The current regulation names three Tier 1, seven Tier 2, and sixteen Tier 3 noxious weeds. The tiers describe presence and feasibility of eradication or suppression; they do not create three uniform sales classes. Section 30 prohibits movement of a regulated article unless it is accompanied by a valid certificate or permit. Section 10 defines a regulated article as a listed weed or an article carrying or capable of carrying one. It separately defines a certificate as commissioner-issued or authorized documentation of noncontamination and a permit as movement to restricted destinations for limited handling, utilization, processing, or scientific purposes.",
