A place row has placeId or placeIds plus scopeMode: exact matches only the named authority; descendants also reaches child places. Rows below a selected state are child-place evidence, not statewide claims. National, program, standard, research, region, and service rows are typed evidence, never implicit local rules. Walk children on /places/{id}.json. Do not expect a cookie. HTML on the object URL still contains every row. Indexes (/guides/, /findings/, /requirements/, /standards/, /insure/) highlight matching place ids first. Other states stay in the HTML. Place is set by ZIP only — one control in the header, no hand-picked option list. Every state has a landing at /places/{state}/ (full-name slug), populated by all three branches — but do NOT expect 53 sourced WUI books: construction review status is per-state honest (live / coming-soon / none are sourced claims; "not-yet-reviewed" asserts nothing). Sourced local jurisdictions get a landing at /places/{state}/{local}/ (24 exist; generated from typed sourced local authority records, including code, adoption, administration, fire-access, inspection, and fire-service records). A ZIP yields USDA plant-hardiness zone nationwide. It is a postal match to a place node, not a legal boundary, hazard map, parcel result, or proof that a code applies. Requirement placeIds describe provenance/indexing and never activate a rule by themselves. us-co identifies Colorado and its published 2025 Wildfire Resiliency Code; the application record still requires local adoption, the official map, project type, and official confirmation. /places/{id}.json is the ONLY jurisdiction-node API (typed record data + ancestors + children + direct application pointers). /places/{slug}.json is the state landing twin — all 53 exist — and carries normalized applications, predicates, claims, citations, local-authority links, and plant dimensions. Clark County Ordinance 5320 adopts 2024 IWUIC locally. User-facing statuses: fire-resistant, keep away, conflict, awaiting evidence (data values: on-list/avoid/conflict/candidate). Statuses are computed from the evidence by a published rule; FireApproved does not issue its own plant rating. Conflicts remain visible and are not averaged. Zone 0 is not a planting list. - Genus hubs are the display unit for multi-species groups; site-wide singletons link straight to the species record. Species evidence never rolls upward into a genus verdict. - Discovery pages: /grow/, /grow/{place}/, /plants/genus/{genus}/ (multi-species only), /plants/source/{slug}/ (+ /plants/source/ index). Alternatives sit on the plant record. - Local plant assessment keeps fire evidence, state distribution, native range, USDA hardiness, invasive/noxious rows, source region, placement, and maintenance separate. JSON twin at /data/{id}.json. Sixteen in-scope category codes are covered; the other 92 codes in the snapshot are routed out of scope by official category name.
