FireApproved is a static citation directory for wildfire-resistant construction and plant-flammability evidence.

## Place
Agents: fetch /places/{id}.json for a stack, then filter /guides/{slug}.json
whereThisDiffers rows by scopeKind. A place row has placeId or placeIds plus scopeMode:
exact matches only the named authority; descendants also reaches child places. Rows below a
selected state are child-place evidence, not statewide claims. National, program, standard,
research, region, and service rows are typed evidence, never implicit local rules.
Walk children on /places/{id}.json.
Do not expect a cookie. HTML on the object URL still contains every row.
Indexes (/guides/, /findings/, /requirements/, /standards/, /insure/) highlight matching
place ids first. Other states stay in the HTML.
Place is set by ZIP only — one control in the header, no hand-picked option list. Every state has a landing at
/places/{state}/ (full-name slug), populated by all three branches — but do NOT expect 53
sourced WUI books: construction review status is per-state honest (live / coming-soon / none are
sourced claims; "not-yet-reviewed" asserts nothing). Sourced local jurisdictions get a landing
at /places/{state}/{local}/ (24 exist; generated from typed sourced local authority records,
including code, adoption, administration, fire-access, inspection, and fire-service records).
A ZIP yields USDA plant-hardiness zone nationwide. It is a postal match to a place node, not a
legal boundary, hazard map, parcel result, or proof that a code applies. Construction application
comes from separate sourced application records and preserves local-adoption, map, boundary,
effective-date, project-type, and official-confirmation predicates.

USDA zone from ZIP is the 2023 PHZM listing (OSU/USDA terms, not CC BY). It is not a building code. Requirement placeIds describe provenance/indexing and never activate a rule by themselves. us-co identifies Colorado and its published 2025 Wildfire Resiliency Code; the application record still requires local adoption, the official map, project type, and official confirmation.
/places/{id}.json is the ONLY jurisdiction-node API (typed record data + ancestors + children + direct application pointers). /places/{slug}.json is the state landing twin — all 53 exist — and carries normalized applications, predicates, claims, citations, local-authority links, and plant dimensions. Local landing twins are at /places/{state}/{local}.json.

Washington WAC 51-55 is reserved. RCW 19.27.560 waits on DNR maps. Kittitas County Code 20.10 adopts current IWUIC locally for unincorporated land. A Kittitas ZIP may resolve to the county source node; boundary and application still require the official check.
Nevada NAC 477.281 adopts the 2018 IWUIC. NAC 477.283 deletes Chapter 5 statewide. Clark County Ordinance 5320 adopts 2024 IWUIC locally. A Clark County ZIP may resolve to the county source node; it does not establish ordinance-map coverage.

Utah 15A-2-103 currently names the 2006 UWUI for local adoption. The 2024 IWUIC is effective 1 January 2027. Salt Lake City Code 18.44.010.B (Ord. 68-25) adopts that book on a mapped overlay. A Salt Lake City ZIP may resolve to the city source node; it does not establish mapped-overlay coverage.

Idaho Code 39-4109 does not adopt IWUIC. Eagle 7-1G adopts 2018 IWUIC in a mapped overlay. Montana ARM 24.301.181 adopts a modified 2021 IWUIC that locals may elect to enforce. An Eagle ZIP may resolve to the city source node; it does not establish mapped-overlay coverage.

Arizona A.R.S. 11-861 lets a county adopt a WUI code. A.R.S. 9-806 is the city option. Flagstaff 5-02-001-0001 adopts the 2006 IWUIC locally. Prescott 6-2 still adopts the 2012 IWUIC. New Mexico 14.7 NMAC adopts IBC and IRC, not IWUIC. Santa Fe County Ordinance 2023-6 adopts 2021 IWUIC and deletes Chapter 5. A Flagstaff, Prescott, or Santa Fe County ZIP may resolve to its source node; legal application remains a separate check.

Texas Local Government Code 214.212 is IRC, not IWUIC. Austin 25-12-181 adopts the 2024 IWUIC locally. Florida Statutes 553.73(7) updates the Florida Building Code without IWUIC. Wyoming Council on Fire Prevention Chapter 1 is IBC through IFGC, not IWUIC. Teton County and the Town of Jackson adopted 2024 IWUIC locally. Austin and Teton ZIPs may resolve to their source nodes; legal application remains a separate check.

- 3,800+ taxa carrying 27,000+ cited evidence rows from 130 registered source lists. User-facing statuses: fire-resistant, keep away, conflict, awaiting evidence (data values: on-list/avoid/conflict/candidate). Statuses are computed from the evidence by a published rule; FireApproved does not issue its own plant rating. Conflicts remain visible and are not averaged. Zone 0 is not a planting list.
- Genus hubs are the display unit for multi-species groups; site-wide singletons link straight to the species record. Species evidence never rolls upward into a genus verdict.
- Discovery pages: /grow/, /grow/{place}/, /plants/genus/{genus}/ (multi-species only), /plants/source/{slug}/ (+ /plants/source/ index). Alternatives sit on the plant record.
- Local plant assessment keeps fire evidence, state distribution, native range, USDA hardiness, invasive/noxious rows, source region, placement, and maintenance separate. Location reorders and annotates; only the explicit “Hide records flagged here” filter removes flagged rows.

## Datasets
Complete public censuses of the CAL FIRE OSFM Building Materials Listing, one page per category, frozen 2026-08-25 snapshot; each row keeps the BML application number, issue date, and expiry. JSON twin at /data/{id}.json. Sixteen in-scope category codes are covered; the other 92 codes in the snapshot are routed out of scope by official category name. A row names its product whether or not that product has a page here: where it has none, the row states the scope reason, most often the manufacturer's own interior or weather-protected use limit.

## Place protocol
An omitted placeId is not national. Matching uses stack members and descendants.
